our newsroom with negotiations going into the weekend. our focus now shifts to the senate obama says he is modestly optimistic that leaders can craft a deal. leaders of the house and senate met with president barack obama at the white house this afternoon where they heard that if two sides do not agree on a bill the president will urge the democratic senate to put forth a measure anyway. american people will not have any patients for a politically self-inflicted wound to the economy. the economy is growing but sustaining that trend is gong to require a elected officials to do their jobs. mitch mcconnell and his democratic counterpart harry reid are supposed to keep talking tomorrow there could be a breakthrough by the end of this weekend but the president has repeatedly demanded for the extension of tax cuts below $250,000. illinois comptroller judy thinks that the impact on illinois could be as high as $1 billion if lawmakers don't strike a deal before the deadline. social security and income tax increases would lower the state's revenue by up to 5 billion. this is all coming down t

involved in the process now, president obama, senator majority leader harry reed and mitch mcconnell. what is the tone? >> it's all about the senate right now, that is one of the more remarkable developments. all along we thought it would be between the obama white house and house speaker john boehner and there was a logic behind that. because getting legislation out of the house is the trickier part of crafting any type of deal. but with the house saying look, we need the senate to do something, the last ditch effort is occurring in the senate right now. i spoke to staffers close to senator mcconnell that said there was optimism on their side yesterday, including from their boss, senator minority leader mitch mcconnell to get a deal. of course, any kind of word in reading from the members themselves will not come until tomorrow, but it's both chris and luke that said in the segment before mine, there is a sense that what might have been optimism yesterday does not exist today. of course, that is what always goes on when you have negotiations. we will see what happens tomorrow. tomorrow wi

john kerry. in the 2008 democratic primary, then senators clinton and obama, they fought about it. they even ended up voting on opposite sides of the issue when it came up for a vote that summer. fisa, and whether or not we already have a government with too much power to spy on us, whether or not there should be more congressional and judicial oversight of that power, whether or not more should be done to protect people's privacy, our country's been having been fights over that tough for years now. but you know what happened today in congress? congress, despite being stalled on pretty much everything, today congress extended fisa, extended the federal government spying powers and did it quickly, like that. the republican-led house passed a bill in the fall with a little help from democrats and the senate passed it today in an overwhelming vote of 73 yeas to 23 nays. president obama is expected to sign it. if you are a civil liberties guy, there was good news and bad news in this debate. the good news is that there were a bunch of privacy amendments, including one from democratic senato

obama says he wants another plan put to a vote if the senate fails to come up with a plan. so what is the president's plan, and will republican leaders let that happen? >> well, okay. so senate majority leader harry reid, a democrat, has crafted an alternative proposal that he has -- saying he will put -- if the negotiations i just described fail and if the senators cannot come to a bipartisan agreement, then the democratic leader is going to put on the floor a democratic proposal that would extend tax rates for households that make $250,000 and less. hatch the alternative minimum tax and extend unemployment insurance. so that's a democratic proposal. the problem with that is, you can expect a republican is likely to filibuster it or block it in some way so it's not likely to go anywhere. and it's not likely to be put on the house floor for a vote by republicans in the house or democrats in the house. so you can assume it's a nonstarter. it's more of the political proposal than a real proposal. bottom line. there's one good thing in washington. or two. you're there. and if we can g

yet they're only returning to get back to work just now. senate came back yesterday. house members, well, they won't be back until sunday. this afternoon house on senate leaders met with president obama at the white house. they talked for about an hour. afterwards president obama said he was modestly optimistic. bypassing house speaker john boehner, who has had trouble getting his fellow republicans to agree to anything, the president called on senate majority on minority leads are harry reid on mitch mcconnell to work out a deal on then present it to the house. he also laid out a scaled down mini deal if they are can't manage it. >> if we don't see an agreement between the two leaders in the senate, i expect a bill to go on the floor, i asked senator reid to do this, put a bill on the floor that makes sure that taxes on middle class families don't go up, that unemployment is still available for 2 million people on that lays the groundwork for additional deficit reduction on economic growth steps that we can take in the new year but let's not miss this deadline. >> as for the two s

that might get bipartisan support in the senate. president obama in that meeting apparently told them try and work something out. and reid left and made a statement last night, as did mcconnell, that they're going to try and work something out. the best-case scenario is that sometime tomorrow they are able to put it to the senate and then it quos to the house, and then there's a real bill that sounds like a compromise. it's not the grand bargain we were all looking for. it will be some kind of deal to stop going over the cliff. option two is what we're talking about here, that those two can't get a deal and they put something forward and everybody in the senate and subsequently hopefully in the house gets to say yea or no to it. you're on the record. if you go over the cliff, everybody know where is you stood in trying to prevent that from happening. >> do you think the average american, all of us, makes heads or tails -- >> no. >> -- out of what this impact will be on our wallets? >> no. first of all, it's stupid. it's stupid that we're here. there's been nothing that has happen
